Call for proposals to promote citizen engagement and participation (CERV-2023-CITIZENS-CIV).

Objective of the invitation: The aim of the call is to support projects promoted by transnational partnerships and networks that directly involve citizens. The projects will bring together a wide range of people from different backgrounds, in activities directly linked to EU policies, giving them the opportunity to actively participate in the EU policy-making process and thus contribute to the democratic and political life of the Union. The projects will encourage citizens, including young people, to understand the policy-making process, show in practice how to participate in the democratic life of the EU and enable them to make known and publicly exchange their views in all areas of Union action . Issues and priorities:

1. Promoting democratic participation through dialogue on the future of Europe.

2. Participation of citizens and communities in discussions and actions related to our climate and environment.

3. Participation of citizens and communities in discussions and actions related to solidarity.

4. Combating disinformation and other forms of interference in democratic dialogue and promoting media literacy.

Eligibility: To be eligible applicants, principal applicants, co-applicants and affiliated entities must:

• the main candidates (coordinators) to be non-profit legal entities under private law or public universities

• the co-applicants must be non-profit legal entities (public or private bodies) or international organizations

• be established in one of the eligible countries, namely: – EU Member States [including Overseas Countries and Territories (OCTs)] – non-EU countries associated with the CERV program or countries in ongoing negotiations for an association agreement and where the agreement enters into force before the grant is signed.

Composition of joint ventures: Proposals submitted should include at least two applicants (lead applicant and at least one co-applicant who is not an affiliated entity or affiliated partner), from two different eligible countries. Activities must take place in any of the eligible countries and the project must be transnational.

Available budget: The available budget of the call amounts to € 25,400,000.

Budget per project: The minimum budget per proposal is €75,000. There is no upper limit.
