Call for proposals to promote equality and combat racism, xenophobia and discrimination (CERV-2023-EQUAL)

Objective:
The aim is to support an integrated and cross-sectoral approach, by funding specific actions to prevent and combat discrimination and the fight against intolerance, racism and xenophobia, in particular on grounds of racial or ethnic origin, colour, religion, sexual orientation, identity gender, including when it manifests itself in the form of anti-Gypsyism, anti-Black racism, anti-Semitism, anti-Muslim hatred and LGBTIQ-phobia. Plans can be national or transnational. Transnational projects are highly encouraged.

Themes and priorities:

  1. Combating discrimination and combating racism, xenophobia and other forms of intolerance, including anti-gypsyism, anti-black racism, anti-Semitism and anti-Muslim hatred.
  2. Promoting the management of diversity and inclusion in the workplace, both in the public and private sectors.
  3. Combating discrimination against LGBTIQ people and promoting their equality through the implementation of the LGBTIQ Equality Strategy.
  4. Call on public authorities to improve their response to (inter-sectional) discrimination, racism, anti-Semitism, anti-Muslim hatred and xenophobia, LGBTIQ-phobia and all other forms of intolerance.
    Eligibility:
    To be eligible, applicants (beneficiaries and affiliated entities) must:
    be legal entities (public or private bodies)
    be established in one of the eligible countries, i.e.: – EU Member States [including Overseas Countries and Territories (OCTs)] – non-EU countries associated with the CERV program or countries that are currently negotiating an association agreement and where the agreement enters into force before the grant is signed.
    Composition of joint ventures:
    Proposals must be submitted by a consortium of at least two applicants
    (beneficiaries; unaffiliated entities), which meets the following conditions:
    under the first, second and third priorities: beneficiaries must be public or private organizations, duly established in one of the countries participating in the program, or an international organization; non-profit organizations must submit applications in cooperation with public bodies or private non-profit organizations.
    under the fourth priority: the coordinator must be a public authority of one of the countries participating in the program; the other applicants must be public bodies or private organizations, duly established in one of the countries participating in the program, or international organizations.
    Available budget:
    The available budget of the invitation amounts to € 20,000,000.00.
    Budget per project:
    The EU grant requested for all priorities cannot be lower than €100,000.00. There is no upper limit.
